After #120 is completed, we will have a set of use cases. We then need to design a work plan. This will involve:

selecting use cases to address first (and later, if known);
deciding on (and even creating) venues for the cases to be worked on (e.g. a CG perhaps);
assigning milestones to guide the work, and expected timeframes.
