This issue is part of the Restructure repository Project.

Changes to about section will be made after the content for the patterns, examples, and practices is moved into a new content tree by #2417.

Using design from #2422, implement the new about page and create pages in the new content tree for existing about section pages, e.g., introduction, acknowledgements, change history, and coverage and quality reports.
