Describe the bug

Sometimes when you fired modal action page content under overlay is moving.

Steps to reproduce

Click on login icon or cart icon and look at what happened under overlay layer.
Can't reproduce that bug in macOS on Safari and Chrome.
It exists on Ubuntu 20.04 + Chrome 83.0.4 / Ubuntu 20.04 + Firefox 77.0.1
