Create a preprocess context object?

Instead of mixing eg. the block() method into the variable object sent into the preprocess functions and instead of requiring preprocess methods to themselves request locals method through getLocals() it would be good to call all preprocess methods in a purpose specific context object that contains everything useful for the preprocess method easily at hand – also things like which the active theme is and such.
