Moving the Whitesur-cursors folder from ~/.local/share/icons to ~/.icons solved this for me.

@Man-with-Arrow I tried but it did not work... Do you have any other suggestion?

Oh maybe I found the solution. The cursors might not work with apps installed via Snap. Try installing via .deb may work.
