Not selecting google tts results in american voice. Can't find a way to change it

I have tried to use google tts, but it doesn't return any norwegian voice when any of our special characters exists in the string. The characters I am talking about is æøå,ÆØÅ.

Any of them in the string and the result of google tts is silence.

Deselecting google tts, i.e. using amazon tts results in silly Sally talking. Well, she speaks us-english very well, but norwegian, not so much. I can't find any way to use the voice Liv(nb-no) on amazon. If that could be done, it would work just fine.

So, why doesn't google tts with the voice Liv(nb-no) accept norwegian characters? and why can't I selectLiv as voice for amazon tts?
