Problem

As stated vacp2p/research#189 we are running out of real estate in ENR.

Acceptance Criteria

• Define new ENR fields to store FQDN and WSS ports information
• Cater for IPV4 and IPV6
• Do note encode when wss port is 443. Assume it is 443 if fqdn info is presen
