Steps to reproduce

  1. Open around 7-8 files to have some tabs on the IntelliJ editor tab bar
  2. Open a Flow design
  3. Scroll the palette/design using the mouse scroll wheel

Actual behavior

scrollingtabs

Expected behavior

Only the palette is scrolling

IDE, Designer and OS version

IntelliJ IDEA 2018.1 (Community Edition)
Build #IC-181.4203.550, built on March 26, 2018
Linux 4.13.0-38-generic
Designer 3.0.0.beta7

It happens in any version of IDEA

It looks like this issue hasn't progressed lately. There are so many issues that we just can't deal them all within a reasonable timeframe.
