package never gets uploaded to PyPI

As reported on the mailing list, "Modules missing from easy_install/pip install fipy", the version of [https://pypi.python.org/pypi/FiPy FiPy at PyPI] is out of date, leading to obsolete versions via pip install. This is because
fipy/documentation/ADMINISTRATA.txt never discusses uploading the build products to PyPI.

Add instructions to upload to PyPI

We have been haphazard about `python setup.py sdist upload`.
Also, the instructions of where and how to upload build products was
obsolete. Automatically upload them to CTCMS now, instead of manually to
MatForge.
