PathConfig calculation should download dependencies defined in the pom.xml

Right now, we calculate dependencies based on the pom.xml, but only look at the dependencies already present in the local .m2 repo (aka, we run in offline mode).

This causes subtle issues for people that have just downloaded a project (or even rascal). So we should fix this.
