Upgrade to use Windows 10 WSL with Ubuntu (integrated with Hyper).

Upgrade all Chocolatey apps to apt-get (eg. Use docker-ce package in Ubuntu / Windows + WSL instead of choco docker-toolbox #2)

It's kind of a toss-up, because WSL has a bunch of benefits but also introduces complexity in the system - can lead to some strange problems.
