跟进最新的 TypeScript 特性

升级 @microsoft/api-extractor 为最新版
升级 typescript 为 @microsoft/api-extractor 依赖的相同版本
升级 typescript-transform-paths 到最新版以支持新版本的 typescript，同时因为它有 Breaking Change，要调整现有实现
