Pass on Stackage maintainership

@ulidtko Hi Maxim, since you are the maintainer now, it would make sense that you get the notifications when bounds of cabal-doctest need to be relaxed for the sake of interoperability with the latest Stackage snapshot.

To take over Stackage maintainership, you just have to make PR where you add yourself to build-constraints.yaml and move this line to under your name: https://github.com/commercialhaskell/stackage/blob/8c238a33a3a214db313160fb5df2a34313ab4042/build-constraints.yaml#L155
