Update SRW software stack versions to those used in UFS-WM

Description

Update versions of software modules used by SRW to the same versions as in UFS-Weather-Model

Solution

• Update modulefiles for Tier-1 systems for Intel and GNU compilers (when available)
• Update srw_common.lua
