Proposal: Dynamic Comment Incentive Pricing

It seems natural to me that the team should collectively focus (and be incentivized to) on high priority tasks.

Perhaps comment incentives should multiply for high priority tasks, the same way that the assignee reward does?

I didn't put significant thought into this but I figured this could be here as a draft proposal.
