Next level beyond could be a
one day "cool down". If there's longer than a 24 hour delay by the core team/reviewers, then "unlock" the bounty hunter to work on another issue.

The bot should notify the bounty hunter when their limit has been relieved:

"@user our pull request reviewers seem to be occupied with other matters at the moment. Due to the delay, you are now able to assign yourself to another issue. Thank you for your patience."

This should be posted on the pull request with the pending review.
