More Intelligent Bot Follow Ups

Context

1. rndquu is in the middle of a pull request review.
2. They requested a review from 0xcodercrane and I.
3. I finished the review within the day
4. 0xcodercrane is still pending (four days later)

Because the bounty hunter is waiting on the reviewer to finish, the bot should not be following up with the bounty hunter asking for updates. If anything, it should be following up with the reviewer to finish the review.

• Disable the bot follow up on the GitHub issue if there are any pending reviews. #323
• The bot should follow up with the pending reviewer (using the same 3-4 day timeout logic) inside of the pull request. #324

(I think a combination of follow ups and financial incentives can solve this business problem.)
