newer not updating only the changed file

So, I hope this isn't bad form. If it is then I'll update this. I just thought I could paste in my stackoverflow link.

Basically I'm unable to get this to work after many hours. I know it's a problem with my work and not the plugin. We'll I'm fairly certain but until I figure this out I won't know.

Thoughts?
