this is a alternative to #297, the idea is to have project configuration files per tool inside a subfilder of the project

If it's an alternative to #297 it is related in the way that the outcome of this issue depends on what is going to happen with the other issue. If we end up having one gotta-catch-em-all-pokemon config file in the root of projects a .config folder would not be necessary anymore, that's why I see them as related.

One could use the -c to use tox from a config folder. I would say won't do any more than that in the foreseeable future.
