update all components to use rmb-relay

as for now,

• zos,chain has been upgraded to support the relay
• the typescript client is has a PR ready with a successful deployment using the relays that will be merged on sunday
• terraform changes has been ready for a while
• dashboard changes are already merged
• gridproxy updates for twin changes been merged
• updating weblets to use the relays is still pending on releasing a new version of typescript client
