Require password for non-manual competitions

I'm always frustrated when Delegates generate their scrambles without password protection

Describe the solution you'd like

The UI should enforce passwords (i.e. make the password input "required") whenever a user fetches a competition from the WCA website. Leaving the password box empty should only be allowed for manual competition configuration.

Describe alternatives you've considered

Training Delegates to use passwords by default. Hasn't worked in over 5 years.

I think this discussion involves more than just WST.

I don't know who else should be involved, but I think that from a @thewca/wrc-team WRC perspective this is a good idea.
