user_data to pass in kitchen test for azure VM

Hi,

I think there is no feature right now to pass the user_data in kitchen test in Azure VM. There is custom_data feature but custom data is not retrievable inside the instance using the Azure metadata API.

I want to pass something into the instance at the boot time, so that some scripts in /per-instance folder use that data and execute.
and userData is accessible using Azure metadata API.
