resource/aws_dynamodb_table: Handle UnknownOperationException with DescribeContinuousBackups

Changes proposed in this pull request:

• Ignore UnknownOperationException when calling the new DescribeContinuousBackups for point in time recovery that is not deployed in all AWS partitions - defaults to returning enabled = false
