coscli工具中的sync功能不是真正的同步 #14861

在同步功能中，对象存储和本地磁盘存在文件或者目录差异时，需要制定一个标准参考对象，例如以本地磁盘为准，bucket内少的则上传，bucket内多的则删除；同理如果以Bucket为标准参考对象，本地磁盘少的则下载，本地磁盘多的则删除。

希望官方增加该功能，做到真正的同步。

目前的sync是不会删除多的对象，后续可以考虑支持删除的sync
