Is your feature request related to a problem? Please describe.
For testing we need UpdateWorkflowByID as the update equivalent of SignalWorkflowByID. This is needed to, for example, send an update to a child workflow of the workflow under test.

Describe alternatives you've considered
I can write a workflow in the test environment that sends the updates, but that is clumsy and complicates the tests.
