Current behavior

If you are dragging items from one ListBox component to another, it is not possible to drag an item to the first position of the target Listbox.

Expected behavior

The use should be able to drop an item on the first position.

Minimal reproduction of the problem with instructions

1. Go to https://www.telerik.com/kendo-react-ui/components/listbox/
2. Make sure that both components have items in them
3. Try to drag an item from one Listbox to the first position of the other.
