With the introduction of both enrichment and now a PTX router, we've run into more problems with empty tag sets being dropped by Influx.

E.g.: "parent_ae_name=" if an interface isn't part of an aggregate, or "customer=" if no customer is assigned.

This causes dropped data... correct behavior would be to just not send the empty tags.
