The use of the deployment for the scaling of the CAEs was not working correctly because of the PVCs.

Add extension API group to clusterRole

This appears to be necessary on some clusters, where just the apps API group is not sufficient

Configure number of Live CAEs

By setting with.delivery.minCae, the number of Live CAEs can be set. This creates a deployment with the desired number of replicas for the Live CAE.
