Allow importing exported data (e.g. after an account reset) #7201

Telegram Desktop has had the ability to export data to HTML or JSON format for a while, but there doesn't seem to be a way to import that exported data. This would be useful for data that was deleted.
My current use case for this is that I am unable to install Telegram on a new Android device, because it says that my cloud password is incorrect (and I did not provide a recovery email). It offers the option to reset my account, clearing all data. I still have access to Telegram on my desktop, so this would be fine if I could then restore the deleted data from backup.
In addition to that use case it can be helpful if an individual contact or chat was mistakenly deleted and the import should provide the option to restore only some data.
