Expanded mode cuts the title bar of the app window on Windows 10

Steps to reproduce

1. run tg desktop on windows 10
2. open the main window of tg
3. click the system "expand" button on the top right corner of the window

Expected behaviour

exanded mode of the window have to draw the app window to the edge of the desktop. no other windows should be seen behind the title bar

Actual behaviour

the title bar of the app window looks cut, the top of the behind content is seen

**Operating system: windows 10

**Version of Telegram Desktop: v 1.3

Used theme: default light theme
