The original pdf-annotate.js project requires a UNIX-like environment (Linux or macOS) to develop, as the files in scripts folder are all bash scripts. For Windows 10 you can use WSL (Windows Subsystem for Linux) to help. Although these shell scripts can be transformed into Node.js code, it is too troubling as getting a Linux developing environment is so easy today. (If WSL is not accessible for you, maybe solutions like msys2 or cygwin are also OK? But I have never tested that.)
And, as my software engineering course has ended, this project has stopped being actively developed. They are still some bugs with the demo, and the documentation in this repo is a little inconsistent with the current code base. If I have some free time in the future, I might go to fix them...
