1. make.

2. Go to https://datatracker.ietf.org/submit/.

3. Upload draft-ietf-trans-rfc6962-bis-NN.txt and rfc6962-bis.xml
   (choose both, then upload).

4. If there are errors, correct them and try again.

5. Check sanity on the upload page. If insane, correct and go around.

6. Click the button with your name on to submit and "post submission".

7. Find verification email and follow instructions.

8. git add draft-ietf-trans-rfc6962-bis-NN.txt.

9. git commit.

10. git push (I claim no review needed, since this is just recording
    history).

11. Bump versions in Makefile (VERSION and PREV).

12. Bump version in rfc6962-bis.xml:

<rfc ipr="trust200902" category="std" submissionType="IETF" docName="draft-ietf-trans-rfc6962-bis-NN">

13. Commit and push (again, no review needed).
