We need to add another banner in the dapp that is for everybody
This should NOT replace the other banner

Details:

Everybody should see this
Visible on all networks
Dismiss-able (once dismissed it won't show up again)
Ideally if the first banner (Portal is open for you) is visible, this would not be. But also fine to show both if it's complicated
The button should take you to the dapp
