Steps to reproduce

Hi,

I have covers that require boolean controls - 100% Open, 100% Close, Stop

My covers do not support percentage/partial opening (unless you do : "open...stop" or "close.....stop")

HA supports these controls.

I have noticed that when using matter bridge (regardless of Alexa/iOS), I can close my covers to 100%, but opening or stopping them does not work.

When using Alexa, the "Open" command does nothing
When using iOS Home, Opening to 100% on the slider does nothing

In the logs, I see the "close cover" call, but never the "open cover" call - even though I am trying to open the cover from my client....It seems to me as though both "close" and "open" actions are triggering the cover to close
