For some unknown reason, the server_test.go tests do not work in CI. It something to do with the mesh's messages not getting through sporadically.

This should be investigated and possibly fixed with a completely in-memory variant of the satbackend orchestrator that does not use seperate Sat processes.

These tests are currently gated by the RUN_SERVER_TESTS env var in vmain.
