Enable bus stop ref quest in South Korea

Use case

User can easily identify the bus stop ref number in South Korea.

In the case of Seoul, it consists of five-digit reference numbers(XX-XXX), and there are differences in the digit of reference numbers by region.

Do you know yourself (or have you checked with local community)?

(because StreetComplete can only change the behavior per-country level and not per-city, so if it is enabled for South Korea it will be asked on every bus stop throughout South Korea)
