Member Search is Not Being Filtered Correctly

The all members list in buddypress is not being filtered correctly. It seems our filter here which tries to limit the member query to only members with levels set to put them in the directory is not integrating properly with the "order by" dropdown on the members search.

This also breaks advanced search plugins for BuddyPress.
