Pyws is a project, which purpuse is to help developers to expose some functions of their systems as public API via SOAP protocol and WSDL. SOAP might be rather tough to implement, but it is very convenient to use, so take a look at this project. It is pretty young, but it is growing. Keep waiting. :)

Requirements

pyws itself depends only on python standard library and lxml. I tested pyws on python 2.6.
