Prevent ddos attack on nodes

We need to provide generic protection against spaming servers.

There are already several mechanisms in use, we already limit
amount of nodes that can be requested. And single request can
be only used to search single topic.

Recommendation is to implement per ip rate limiter with exponential
backoff.
