[Feature] Add Framerate as filter option

Today, I can sort Scene results by Frame Rate. I'd like to be able to also filter results by frame rate, similar to how I can filter by Resolution.

Describe the solution you'd like
Framerate added as a filter option in scene search. Should offer similar comparison operators as Resolution (e.g. Is, Is Not, Greater Than, Less Than)
