mkdocs-monorepo-plugin and Python 3.12 (or later)

Currently, the mkdocs-monorepo-plugin module is not compatible with the latest Python version (3.12). As such, we have run into an issue with publishing our pages.

We have found two different solutions to the issue:

• Include the setuptools module (See Python 3.12 Compatibility backstage/mkdocs-monorepo-plugin#117)
• Declare a specific Python version
  • Replace python-version: 3.x with python-version: 3.11, a version of Python compatible with mkdocs-monorepo-plugin
