Dynamic class constant fetch, disallowedEnums

What's Changed

• Support dynamic class constant fetch available in PHP 8.3 (Support dynamic class constant fetch available in PHP 8.3 #242)
• Added disallowedEnums, they use DisallowedConstant internally (Added disallowedEnums, they use DisallowedConstant internally #243, docs)

Internal changes:

• The PHP 8.0 polyfill is not needed anymore (The PHP 8.0 polyfill is not needed anymore #237)
• More tests for attributes (Test one attribute with an attribute with multiple different values #240) and on more PHP versions (Test on >= 8.0 & 8.1, not just > #244)
• More strict/correct config schema, disallowedConstants' constant field is always present (disallowedConstants' constant field is always present #245)
• Reuse the existing reflection variable (Reuse the existing reflection and do it just once #246)

I have now pushed 3.1.1 release which fixes the dynamic constant fetch issue again (#248). It was created from the 3.1.0 which has now been deleted.
