Can I install run/this on my home PC then push the index to my web server?

I don't want to risk installing PHP 8 on my live web server so I was hoping I could run run the crawling/indexing on my home PC then link it up with meilisearch on my web server somehow.

Home PC is running Ubuntu 20.04.3 WSL (Windows Services for Linux)

Web server is running real Ubuntu 20.04.3 Server and has had meilisearch installed (web interface is accessible from my home PC but I haven't done anything with it yet)

I've been working on this for most of the day so far and had to just through a lot of hoops not covered by the documentation & still haven't made much process

The first issue I've been unable to resolve is running "php artisan migrate"

After doing a bunch of Googling and running a bunch of commands found online, the error has changed a bit:
