Using Artisan::call command to make backups fails

In my admin section I'm trying to set up manual calls to initiate the backups VIA artisan::call commands.

This package works if I do 'php artisan backup:run' perfectly but having Artisan::call('backup:run') fails. Tells me sqldump is not a command even though it is, the the bin folder is added to the path environment variable.

Also, even though the database back up works VIA command line, the files don't backup regardless of the method. The zip files appears, the command line gives all green light, the email comes in as successful, but the zip file is empty.

Doing shell_exec('php artisan backup:run --only-db') works, but doing the Artisan::call('backup:run --only-db'); fails
