Description

You can spam light toggle through PDA UI. The left menu however does have a timeout. Probably the PDA UI should have it as well, as intended in #29833 .

Reproduction

Open PDA. Spam-click the light icon.

PDA has verb action "Toogle flashlight" which also has no cooldown. It's possible to achive cooldown when needed by triggering left menu action via code but I don't know if it's good enough workaround.
