  2. Shoot grapling hook
  3. You can no longer shoot from grapling hook

pretty confident it just needs the clumsyproof flag

It doesn't seem that I can reproduce this error. I have shot the grappling hook many times to make sure I triggered "clumsy" but I could reload and fire normally each time.

Just press on the grappling gun in your hand, and you will be able to shoot again. There are no bug (at least that would prevent you from shooting, it's only not pulling you back when you are quite far away)...
