Fix it again

Fixes it once again. It was still broken last time.

1. Fixes launcher to work with engine rename.
2. Makes the launcher use .NET Framework, significantly reducing distribution size.

Initial Release

Works on Linux and Windows. macOS untested.

Usage instructions:

• Windows: run SS14.Launcher.exe
• Linux: run SS14.Launcher. It's a native Linux executable this time so no Mono needed.
• macOS: Pretty sure Finder isn't gonna let you run native binaries directly so run SS14.Launcher from a terminal.

The releases are huge because they use self contained .NET Core. Made it a hell of a lot easier to write.
