import is throwing back an exported file, empty lists are created. even with example.csv

When I try to import a csv, even the example.csv, nothing happens, I see some text flashing, and then a dialog to "download playlists_import.csv" .. ??
Then I notice a few newly made playlists with "Wed Jan 03 2018" but they are empty ..

same here, also I can see thumbnails on the playlist button, but nothing inside
