Initiating account deletion

Raised this issue based on deleting accounts and interactions thereafter with WebID URL: solid/specification#72

How is account deletion initiated? Is this within the scope of this panel or more appropriate through a panel like user lifecycle: https://github.com/solid/user-lifecycle-panel ?

I think we need to clarify what 'account' you refer to, keeping in mind

We don't require WebID to be hosted in a solid storage, I think we only expect to discover any storages (now possibly Data Registry Sets) and identity providers which given WebID advertises.
