What is the current behavior?

People have to build the library themselves.

What is the desired behavior?

sudo apt install php-pdo-snowflake or something. At the very least be able to download the built library from releases page

How would this improve pdo_snowflake?

Easier for folks to adopt.

Majority of other php packages.
